Which is environmentally worse: The bottled water companies or the pop companies?

I always hear people speaking out against bottled water (and I personally I think it's kind of silly). Yet bottled water companies are the ones reducing the amount of plastic in their bottles and encouraging recycling. And yet I hear so few complaints about plastic pop bottles. And factory/corporation-wise, how does that affect everything?
