Does Power Corrupt People or Do People Corrupt Power?

I think it would be unfair to blame POWER of all the bad things that has been happening in this world.. I believe that its the fault of the PEOPLE who corrupt power and use it in bad ways... Let's remember that power can't decide how to use itself.. It's always us who decide how to use power...
